12. Здание городской думы или Здание городских учреждений

На улице Московской в 1910 г. по заказу городской управы, построено здание городской думы (здание городских учреждений) в нём были предусмотрены помещения для аудиторных народных чтений, библиотека и музей.
Проект здания выполнил архитектор А.С. Малаховский, использовав «образцовый фасад» общественного здания, созданный академиком архитектуры В.А. Шретером. В конце XIX в. в русской архитектуре вошло в практику использование при составлении проектов вновь строящихся зданий альбомов образцовых фасадов, разработанных известными архитекторами того времени. Мотивы древнерусской архитектуры использовались с декоративной целью, при этом конструкции и планировка оставались современными и никак не зависели от приёмов древнерусских зодчих. Важно было подчеркнуть особый характер здания, придать ему определённый художественный образ, напоминающий о древнерусских постройках. Здание в псевдорусском стиле должно было выражать дух патриотизма и приверженности традициям русской культуры.
В бывшем здании городских учреждений ныне размещаются администрация Астраханской области, резиденция губернатора и Астраханский государственный объединённый историко-архитектурный музей-заповедник.

In 1910 the City Council ordered the erection of the building of City Duma in Moscovskaya Street. The building contained municipal institutions, including reading rooms, a library and a museum.
Design of the building was developed by the architect A.S. Malahovskiy, he used ‘standard façade’ of public place, which was previously created by V.A. Shreter, academician of architecture. In the late 19th century Russian architects began to use sample books of facades for new projects, those facades were developed by well-known architects of that time. To decorate a building, they implemented Ancient Russian architecture motives, but constructions and planning were modern and were not influenced by Ancient Russian architects’ practices. It was important to single out the peculiar destination of the building, to create a definite image, which would resemble the Ancient Russian consctructions. The building, executed in pseudo-Russian style, should have conveyed the spirit of patriotism and devotion to the Russian cultural traditions.
Nowadays the Administration of the Astrakhan Region, the Residence of the Astrakhan Region Governor, the Astrakhan Region Duma and the Astrakhan State United Historical and Architectural Reserve Museum are all located in the former building of city institutions.
